Regulatory rollback: Saskatchewan adjusts energy code

Due to shifting national priorities, rising costs, and a renewed emphasis on local industry, Saskatchewan will return to Tier 1 for building energy efficiency once regulatory amendments are approved. Builders are expected to adopt Tier 1 as soon as this change takes effect.

All provinces are dealing with growth challenges, including affordable housing for all residents, and removing red tape helps support Canadian industries. With less red tape, the industry can continue to deliver exceptional, high-quality infrastructure that meets the needs of local communities.

In January 2024, Saskatchewan adopted the 2020 edition of the National Building Code (NBC) under the Construction Codes Act. The NBC’s energy efficiency tiers only apply to housing and small buildings. Energy-efficient standards in the National Energy Code for Buildings (NECB) applicable to large buildings remain at Tier 1.

The Ministry of Government Relations had previously announced a delay in implementing additional energy efficiency tiers. Part of this pause was to review the implementation of the codes across Canada, keeping in mind parity with other provinces.
