Transit developers Bow Transit Connectors and City Link Partners are the picks on Calgary’s shortlist for the technically complex Phase 1 of the city’s Green Line LRT project.
Phase 1, which will build the 18,000 m (18 km) core of the Green Line from Shepard to Eau Claire—aiming to allow for future expansion to the north and south of Calgary—is the largest infrastructure project in the city’s history. It is also the most challenging from a technical point of view.
Following a Request for Qualifications (RFQ) for construction of Phase 1, the Green Line Board has approved Bow Transit Connectors (Barnard Construction Companies of Canada, LP Construction Ltd., Flatiron Constructors Canada Ltd., and WSP Global Inc.) and City Link Partners (Aecon Infrastructure Management Inc., Dragados Canada, Inc., Acciona Infrastructure Canada, Inc., Parsons Corporation, and AECOM) to advance to the Request for Proposal (RFP) stage.
“Green Line is confidently moving forward with Bow Transit Connectors and City Link Partners, two very strong proponent teams. With extensive competition due to record investment in global transit, to have attracted their collective expertise is a great endorsement of the project” said Don Fairbairn, chair, Green Line Board.
The submissions were evaluated against technical capabilities, approach, experience and financial capacity and the process was overseen by an external Fairness Monitor. As Bow Transit Connectors and City Link Partners advance through the procurement process, Green Line will connect local contractors and suppliers with the teams to explore project opportunities. Green Line remains a project for Calgarians, built by Calgarians.
“This is a very strong step for Green Line and speaks to the work done by the City to collaborate with industry to drive interest and investment” said Mayor Jyoti Gondek.
The RFP will be released by the end of Q3 2022 with one of the proponents being selected in early 2023 as the Development Partner. This will launch an approximately 12-month Development Phase to allow for collaboration, design progression, and better understanding of risks and costs in an open and transparent manner.
